This would cover the full initiatives that are behind implementing Skills Development and claiming back Skills Development Levies, polices, regulations, links between tenders and BBBEE.
BBBEE & 25 Points on Skills Development Allocation
In-order for companies to do business’s with other companies or the government they will need to obtain a BBBEE scorecard however companies are graded according to the BBBEE codes as well as Pillars that provide a further insight of how a business should be structured and assist the company further on its Employment Equity. As part of these Pillars – Skills Development contributes to 25 out of the full 135 points which a company may obtain. We at CAPGEM Training & Development structure our packages to assist and help companies achieve the full 20 points as well as the 5 bonus points that may be acquired through careful implementation of “Skills Development”

WSP Submission – Application (WSP – Workplace Skills Plan)
– This document requires a registered Skills Development Facilitator to compile the necessary documents to identity “skills gaps” and request funding in-order to upskill your current employees, this document will outline the necessary steps to be taken in the developmental stages.
– By a company engaging in this services they will be given a chance to identify weak spots within their organisation and combat them with the aid of levies that SETA’s allow companies to claim back thus providing the workforce(employees) and the business a great opportunity to be ahead of competition as well as having being kept up to date with current sector performance needs to grow and prosper
– The Deadline for submissions is 30th April – in-order for companies to obtain their Skills Development Points on their BEE/BBBEE Score card the Workplace Skills Plan (WSP) will need to be submitted. “This is a very crucial document and if implemented correctly the company can benefit rewardingly in both “monetary value” & “human resource development”
ATR Submission (ATR – Annual Training Report)
– This documents outlines the progress made or milestones achieved from the previous years WSP and report on the status if there are any initiatives running as well as if there was a shortfall in training planned we will need to provide corrective action – The “Skills Development Facilitator” will handle this submission and reporting as well as collating the necessary documents on the training done
Mandatory Grant – Application
– This is eligible to all companies paying SDL – Skills Development Levies, whereby each company can claim back their 20% on levies paid during the previous/current financial period to use for “upskilling staff and further training &development”.
– This process is strategically conducted to assist the business with the full benefit value of Training & Development.
– Once the SETA has approved the grant an awarded letter will be appointed and the SDF will compile the necessary documentation, process and upon verification of the program SETA will be in-line to make their payment into the companies bank account(Clients account).
Discretionary Grant – Application
– The SETA makes grant funding available during a window period in which it accepts applications from the employers.
– Discretionary funding is allocated to non-PIVOTAL programmes. Non-Pivotal Programmes are programmes which do not lead to credit bearing qualifications, however address key objectives and priorities of the SETA related industry. Non-Pivotal programmes include Career Guidance and Sector Conferences.
– This sums up to 10% of SDL paid over a financial period which the company may apply for.
– Once the SETA has approved the grant an awarded letter will be appointed and the SDF will compile the necessary documentation, process and upon verification of the program SETA will be in-line to make their payment into the companies bank account(Clients account).
PIVOTAL Grant – Application
– This stands for Professional, Vocational, Technical and Academic Learning Programmes the aim of this is to address the skills shortage within a business sector, through claiming back “Skills Development Levy” funds, staff can be further trained on specialised qualifications that will equip them for their job role & responsibility as well as performance efficiency.
– This sums up to 40% of SDL paid over a financial period which the company may apply for.
– Once the SETA has approved the grant an awarded letter will be appointed and the SDF will compile the necessary documentation, process and upon verification of the program SETA will be in-line to make their payment into the companies bank account(Clients account).
Skills Development Facilitation/Consulting (SDF)
– The Skills Development Facilitator will provide the business with a fully customised package that will assist with the business(client) directly with its needs as well as structure a way as to how the business can grow from year to year. A detailed report will be provided to the business directed at the training & development and the growth factors and contributors that will benefit through each initiative.
– All document preparation and drafting will be covered via the package option selected by the client/business & Skills Development Facilitator.
– Throughout the process and on all communication, a person of liaison will be copied on all e-mail’s to the relevant SETA, this will provide transparency on the project and its phases ahead.
Learnership Tax Rebate – S12H Learnership Act
Structured according to the tax bracket and staff capacity however a business can benefit up to “R80 000” per staff member that goes on a learnership over a 12-month period, if a business has 10 staff that goes on the learnership which the client funds the business can save up to “R800 000,00” reason being (10 Staff X 80 000 REBATE PER STAFF MEMBER) = R800 000,00 (TOTAL TAX SAVING)
